This kind of topic is always a hot one on this group. In our troop, we
have a statement that we've adopted that tells all scouts that since the SM
doesn't normally have an opportunity to observe a scout in the home,
community or school environments, the ONLY observations (and therefore
conclusions) the SM can make about scout spirit will be gleaned from troop
meetings and activities. Yes, I know the statement regarding scout spirit
states "in your daily life"...and that is certainly an apt admonition to
the scout. However, the only part of the scout's "daily life" the SM can
attest to is the part he observes. Since your new scout has only recently
been attending meetings and activities and since the requirement wasn't
signed off by his former SM, I'd say an observation period would be prudent.
