What is this trend I see?

The debate on the Personal Fitness merit badge has raged now for
a while. I tend to fall on the side that says that the requirements
may be too harsh, but that isn't the point of my post.
Recently we have seen several Merit Badge's requirements change.
Also, the requirements for Eagle are changing. In all this I see
a not-so-subtle change of priorities.
If you examine the old vs. the new in the E. Science MB you see a
shift from 8 hours of observation with a 500 word report to 2
hours of observation with an unspecified length of report.
At the same time we see the change from Safety to Personal Fitness,
and Personal Fitness or Swimming or Sports to Swimming or Cycling
What I see in this is a diminished emphasis on brainwork, observation
and communication, and an increased emphasis on creating improved
physical specimens. And I am not altogether pleased with that shift.
Forget for a minute the question of whether or not a particular,
or a group of boys can make the 50th percentile grade. To me the
greater issue is the shift.
Maybe I am the only one concerned about this, and maybe the shift is
for the better, but it seems to me that there is something wrong here.
What does the group think?
