YES. As long as he's a youth member of the BSA, he can wear his
Life Scout badge of rank. However, once he turns 21, he cannot.
Presently there are two ways he can wear that badge of rank:
*As a member of a VENTURING CREW
*As a member of a Learning for Life/Explorer POST (with concurrent
membership as either an VENTURING member or as a adult member of a
Boy Scout Troop or Varsity Scout Team).

Frank, we don't have "Explorer Scouts" anymore. Haven't for quite
We have VENTURERS and used to have EXPLORERS. No "Scout" is
connected with either term.
So, no, "Explorer Scouts" are not allowed to wear Scout rank
badges. Venturers *may* (we don't know for a clear fact that they
can....) and Explorers *may* (depending on Explorer Post and until
the end of next year when the advancement trail to Eagle ends for
Scouts and Varsity Scouts wear their badge of rank until they turn
