Sorry to say this, but with my three years experience this is probably due
the adult partner restriction placed on Tigers. Do I think that we should
change this? No...
Many of the Cub Scout parents look at us as Baby Sitters of America, and
as such aren't going to put their kids in a program that they have to
participate in too. God Bless the parents that do buy in and serve for many
years a Leaders.
I remember the single mother, two years ago that came to me after the third
week of the program year. She had her son in an after school Day Care program
that was costing about $65 per week. She wanted to register her son in 4 more
dens, so he could experience the fun of Cub Scouts 5 afternoons a week. With
registration and Pack dues, she would have been money ahead after the third
week. She didn't want to hear my answer, but finally agreed that he was only
able to join one Den. Too bad we didn't have 4 more Packs in town <g>.
