Well, I think I see the problem here........
it's that "test of upper body strength".
I mean really - did you use an objective standard for testing?
What about the 50% of the troop that will "never" be able to do
enough chin-ups? Aren't you depriving these kids of their
constitutional entitlement to ride the zip line?
