I have. My Web II leaders have not, primarily because they are both women
with younger boys. Neither plans to move to Boy Scouts, both plan to go
back to tiger/wolf level with their youngest. Training these 2 has been
like pulling teeth.

They do. Both groups start the RT together, then split out.

"My" CM is on the CO's board. Still, Ive been thinking that maybe its past
time for me to attend CO board meetings. The CO exists solely to serve
scouting in this town, they have no other duty/interest/etc.
