One of my A.Scoutmasters was arrested

As I was watching the news tonight I saw that one of my scout leaders was
arrested for assault. He is a bus driver and there was a girl riding his bus
right along and yesterday the parent decided to ride with her to school,
Leader X and the girls mother got in an argument and a school security guard
came and took the mother to the office, but before she could get there Leader
X got off the bus and attacked her, putting her in a head lock and continued
to hitting in the face, the girl in the meantime tried to stop him he turned
around and hit her.
This comes as no surprise to me or other people in my troop I have talked to.
I have mentioned this leader before as being a problem leader, I took your
suggestions before on how to handle him and talked to the troop committee and
so forth, after the committee talked to him I saw a change, after this
incident, I think he never really changed.
What I would like from the list is how should I handle this as S.P.L when I
get calls from concerned parents and/or scouts asking me if they should go to
the meeting or not knowing if he is going to be there, that is if he isn't put
in jail right away or if at all.
I would like to also know what are the Boy Scout National standards about a
leader like this?
When I hear more I will update you on whats going on.
