There have been many folks who say that the Council has no pull with the
local units. Sell popcorn against the blackout and watch what happens!
You are right, popcorn probably has no affect on the UW efforts, but the
rule is designed to cover all the UW agency's efforts, and for Scouting
to get some special exemption is unreasonable and very unlikely. The
reasons for the blackout are understandable when thought out.
As angry as we have a right to be with the local Council's use of their
money, they will lose FAR mare than you could gain...I suggest you sit
tight for the duration, the PR will do more damage than it is worth.
Whether you choose to do popcorn or not is another issue entirely. That
should depend on how much service your Unit recieves from the Council.
As for the goal, that's somebody elses idea, and if they are going to
withhold your share if you're short of their goal, I know what I'd say.
Having run popcorn sales for years at the Council level, this sounds
like greed to me, and "punishing" the units will backfire every time!
The idea is to work together, but the trend is toward convenience for
the Council. This will continue and even grow until volunteer control
is once again exerted. The volunteer Council Kernel didn't think up the
time limit or goals, some professional did. Ask him/her.
