As I see it, a Scout in this situation has three choices:
1. Complete the current Eagle Reqmts. by 4/1/99
2. Earn the Personal Fitness badge.
3. Don't make Eagle.

If there is a member of the BSA's National Committee on your Council's
Executive Board, touch base with him/her and voice your opinion.
