Before we create a study of the average income of scout families
going to Chile and those who are not . . .
I think you need to verify some facts! The official FULL jambo FEE
that USA scouts will pay is NOT that much more than the fee paid
for the 97 National Jambo - at least last figures I was given.
The rest of the costs charged to US scouts are for over priced
equipment that is then DONATED and transportation costs that
reflect the HIGH end costs of transportation!!
As a contrast the BUffalo NY based US - Costa Rica student exchange
program runs an exchange program to Costa Rica - which includes
transportation - and the total cost has been under $600.

The "subsidy" is just a small charge in the overall budget.
