That's a tough call. Frankly, as long as they're willing to be
registered with your unit, and either pay the dues, etc. that are
assessed (including the $7 registration fee, unless they pay with the
Venture unit), I'd be inclined to let them stay on the roster. Where's
the down side? I believe there is an "inactive" category for Scout
registration which might seem appropriate, but I believe that would
interfere with advancement (which requires registration as "active" for

Sure, assuming they're advancing. The BSA rank advancement for Ventures
can *only* be through the Troop.
Look, the BSA program contemplates/creates exactly this situation, which
allows Ventures (nee Explorers) to advance in Scout rank, but only if
they are 1) male, and 2) dually registered with a Troop. It's a bit much
to expect that such registration of convenience would require or result
in the boy being fully active in *both* programs.
With that said, though, it may be time to have a sit-down with these
Scouts. If they are only registered for convenience, so be it, and the
Troop's expectations can be adjusted acoordingly. OTOH, they may just be
waiting to be asked to take a more active role in the Troop, and with a
bit of encouragement and some creative suggestions, may become a real
asset. Since the Star/Life Scouts will need either time in a position of
responsibility or a SM-assigned project, they'll need some project to do
unless they are willing to put in some time with the Troop.
