This is a really interesting question. I first thought "No" because you need
a Scoutmaster's Conference for each rank. But then I read the requirements
again and it only says "Participate in a Scoutmaster's Conference." Of
course, taking that to the logical extreme, having participated in one
Scoutmaster's Conference for Scout, the boy could argue that he had met all
the Scoutmaster's Conference requirements for Eagle.
So I went to the BS handbook (p12). It reads
"Then when you have completed the tests for the award you are aiming for, tell
your Scoutmaster. He will sit down with you for a Scoutmaster's Conference.
After this, he will arrange for board of review. When this review is over,
your Scoutmaster will order the badge you have earned. It will be presented
to you at a ceremony."
The book seems pretty clear. First the tests, then the SM Conference, then
the board of review. For each rank.
Of course, you could presumably have the boy pass 2nd Class at the beginning
of the Board of Review, be passed and go out and have another Scoutmaster's
Conference, then go back into the Board of Review and be passed for First
Class. But why would you want to? Let the boy pass his Second Class, then
have an SM Conference at the next troop meeting or whenever, then go for First
Class at the next Board of Review. But he certainly doesn't have to wait
until the Court of Honor for his Second Class badge to be able to go for First
