But, to the best of my knowledge, there is NO BSA policy that requires two
adults at a den meeting. YP guidelines only prohibit one on one contact
between a youth and an adult. Thus ONE adult can never be alone with ONE
youth. As long as there is a third person present, whether that person is a
youth or an adult, the YP guidelines are being met. Now, I would be less
likely to rely on a youth as that third person the younger he is, but as I
understand them, those are the guidelines.
Yes, BSA does have a 2 adult policy. It's in the Cub Leader Book. It
requires that 2 adults be present at all meetings. At least one can has to
be a registered leader, the other doesn't have to but must be a parent of
one of the boys at that meeting.
