My take on all this Personal Fitness stuff is that it adds the element
of a minimum standard that really isn't present in other Eagle
Start with the Scout Oath - "On my honor I will *do my best* to do my
duty ...". The PF requirements imply that my best is not good enough.
However, "good enough" does work everywhere else in the Eagle
requirements. Many times over I've heard from District and Council
Advancement personnel that the Eagle project has no minimum standards,
no minimum hours worked, etc. The project should be a challenge to the
boy, and hence one boy's project could be "more difficult" than
The only cases I can think of where there are minimum standards is in
the shooting sports merit badges, Archery, Rifle, and Shotgun. Here
they are required to show a minimum level of marksmanship, but these are
not required for Eagle.
FWIW, I would not have any objection to minimum standards if they were
applied across the board. Actually, I would welcome them. I've heard
too many "How come he got such an easy project, when mine was tough"
arguments from Scouts and parents. Maybe this change is a first step in
that direction, but if so, it hasn't been communicated as such. So as
it stands it shows a deviation in the direction of the rest of the
