Transfer Authority Resolution

Thank all of you who responded to my question about Scouters having any
authority to impede a Scouts transfer. Wow, what's the odds of having
100% concurrence ??? Well, when a rule is a rule I guess.
Basically, the Scout & parents have been/are to be informed via letters
that he is expected to apologize to the adults and Scouts who were
impacted by his behaviors. After the apology, he would then be
suspended from Troop outings for a period of 3 months. His behaviors at
Troop meetings would determine his continued participation in Troop
The parent(s) did not attend the Committee meeting. Other Scouts that
have talked to the individual have stated that he is looking for other
Troops. Personally, I hope he is able to find a place that fits for
him. Also, I can't help but believe that the remarks from the SM to the
PLC were to reinforce his desire to NOT throw a Scout out of the Troop.
The question of his follow-up with an impeding action ummmm I have my
doubts in the long run.
