Here's one opinion.
We, too, find the direction here a bit murky, but this is how we look at it.
We are a Boy Scout Troop, but the same should apply as the Guide to Safe
Scouting applies to both of us.
First of all, the medical information requirements described in chapter xi of
the G2SS apply to MEMBERS. We view non-registered siblings and parents as
guests, not subject to this requirement. Of course, as a Boy Scout Troop we
only allow Cubs with a parent/guardian as per the regulations. Occasionally,
but rarely, a Scout's sibling will come along and we also require the
parent/guardian in that case. So, the position we adopt here is that only
MEMBERS (i.e.., registered Scouts and Scouters) need to meet the medical form requirement.
Second, the "level" of medical form. G2SS says one reason a class 3 is
required is where "strenuous activity" will occur. Class 1 & 2 seem to
differentiate only in the duration of the activity -- 72 hours being the
breakpoint. I doubt a day hike could be considered "strenuous activity" and
it is certainly less than 72 hours. Even a weekend campout, done in
accordance with the other BSA regulations for Cub camping, would seem to fall
within this definition. I would adopt the position that a class 1 from
registered members (Scouts AND Scouters) is sufficient for those activities.
In practice, we as a Boy Scout Troop wish to avoid the need to evaluate and
distinguish each activity for medical form requirement purposes, so we just
require all members (Scouts AND Scouters) to complete class 3 medical forms
based on annual medical evaluations.
If I were in your shoes, for the types of activities permitted for Cub Scouts
I would consider a class 1 from all members (Scouts AND Scouters) sufficient.
