This is my opinion on Boards of Reviews. A BoR is a time to review the
scouts progress since his last rank advancement NOT to retest the
ability to tie a square knot. So many time we use the BoR as a testing
ground to either pass on not pass a scout. I think the best time to
review a scout's skill is in a meeting or at the Scoutmaster Conference
this way you get first hand knowledge of his abilities.
