FWIW, My take is that you should hear about the school incident from both
sides, if both sides will talk about it. Tell the teacher exactly why you
are asking about the incident, that you are his SM, and he is applying for
Eagle, so you are required to certify his scout spirit, and that you are
concerned about the incident. Remember that there are two sides to every
story, and some people just don't get along. I have seen many incidents of
teachers and students who could not get along with each other, but were
fine with everyone else...
As for the eagle project, time may be the factor that keeps you from having
to sign off on the spirit. You did not say when in Nov he will age out,
but at any rate you have less than two months to worry about. My feeling is
that two months is too short of a time to do an Eagle project even if it is
already planned and approved. If he spends a week writing it up, how long
will it take to have it approved? And since he hasn't even identified one,
I really don't think that he can make the deadline, unless the troop bends
over backwards to get it approved, he gets it organized fast, he does a
very short project, and finishes just barely writing it up before the
