Hi, I would say that if this young man is willing to take this
on, than more power to him. If he is doing the prep hikes and can keep
up with the program than why question his ability? I have found that
Scouts like this boy will put 300% into what they want to do. This is
good for him and good for the rest of the troop. This really motivates
the Scouts. It sounds to me that this Scout will be able to decide on
his own, if he is really ready to tackle Philmont.
