Q?: boys from other Packs in your den program

I've got an interesting situation that I'd like some Cub Scouter advice on...
Another nearby pack is going thru some slow times in their membership. They
have only 2 Bears and realize that you can't really have an effective den
program with only 2 boys. I'm not sure if they've considered combining Wolf and
Bear dens or even how many dens they actually have. Anyway, to my question...
The two Bears from this other pack (along with their very active parents) are
looking to participate along with our Bears this year. My pack is coming on
strong and we'll have 2 large or hopefully 3 Bear dens this year. These boys
and their parents are looking to participate with us, but I don't think they
want to actually abandon their own pack and join ours. They're searching for
some sort of partnering arrangement. I'm a little hesitant about this because
I'm thinking that they'll have split loyalities and not really help our pack
program. On the other hand, if they just start participating, they might just
realize that permanently joining our pack is in their boys' best interest and I
might pick up a couple of really good leaders. I'm torn trying to figure out
how to help these boys short term or just insist that if they want our den
program that they join our pack.
I am thankful that problems like this are all I'm having to consider at
CM, Pack 202, Greenbelt, Maryland,
Patuxent District, National Capital Area Council
