The leadership requirement for Star, Life and Eagle is to "...serve
actively...", If a Scout is appointed or elected to a qualifying
position, holds the title for the required time period, he has probably
met the requirement even if he has done nothing at all. The sad thing in
these situations is, of course, that the boy has gained no leadership
experience or skills.
It is our job as adult leaders, ideally working through the SPL, to make
sure that the Scouts aren't cheated like this and get the full benefit
of their leadership tenure. We must ensure they get the training and
guidance necessary to do their jobs well, and then get out of the way.
We're considering adopting what one troop near us does. They have each
new troop leader set objectives for his job at the beginning of his
term. He reviews his progress with the SM or the assigned ASM monthly.
This really helps focus the Scout on the job, and goes a long way
towards ensuring that his leadership poition is meaningful.
We are also planning to do more of the junior leader training we do in
the Troop at the time new leaders are chosen (every six months), so that
each will have a better understanding of his job, and the expectations
