John, et al,
OOOOOOOOOH John, methinks you're going to touch a lot of nerves here with
this topic. This fee has been a thorn in the side of many an event
organizer here in Pelathe District. Our council also imposes a fee
(although I think it's only 12%) and told us that it was for "extra
insurance" etc. But when we've asked to see a copy of the rider that
provided for that "extra insurance" we were given the song and dance
routine. Then they said, "well, it's really just in case you go over
budget". So we started spending 12% over our allowable spending limit to
make up the difference. That really ticked them off when they finally
realized what was happening! The result of all of this pain is that we now
run all of our district events ourselves....we ask for no help from
council. Now that we've been doing events like this we have no problem and
can't figure out what the benefit was of running it through the council
office. The only thing we've noticed is that you have to collect the fee
for the event up front...pretty normal procedure. We of course still file
all the proper tour permits, etc.
