Contingent fees for world jamborees are based on a large variety of
factors including but not limited to the relative ":wealth" of the
sending country. Participants from "wealthy" countries pay more to
subsidize participants from "poorer" countries.
In addition, the participant fee includes all incidental travel, side
trips, etc. It's not just a get on the bus, go there, and come back
kind of thing.
Yes, the price is high, but so is the cost of a college education. If
you want to get it, you have to pay the price.
