Then there is NO Problem. He has met the deadlines.

That's what frequently happens when you post a question to scouts-l.

That's fine, but as Bruce Cobern said first, the BoR does NOT have to be
before his 18th birthday. I personally had a Scout complete his last 3
MB's and have his SM Conference the evening before his 18th birthday.
I turned in his application (as Troop CC) the next day, and the BoR was
about 2 weeks later. The CoH was almost 5 MONTHS after that since he
left for college, and we had to delay it until winter break.
