My question is this: Does the COR approve adult applications or does the
Institutional Head? I know that the IH must sign the charter but can't
really remember who signs the adult apps and don't have one handy to look.
In the case of our charter, the minister of the church is the IH but a
member of the congregation has been delegated by the chruch to be COR.
