I hate to sound like an anarchist, but what exact sanction does the COR
propose to impose? He is not required to sign off on advancement, so
what will he do if you (courteously) tell him to buzz off?

YMMV, but in our Troop, the Advancement Chair (currently me) is
responsible for convening and staffing the BOR. No, I do not know of any
method by which a MC can insist on sitting, short of getting the current
Advancement Chair fired, and him/herself appointed as Avancement Chair.
As to the other points, I am in agreement with the excellent answers
already provided by others.
