I don't think it is tangential. Isn't the whole point of Scouting
(Boy and Girl) to assist families and communities in forming moral
adults? If it isn't then a lot of us including BSA and GSUSA have
missed the point.
I don't know how to answer your question. Part of why I don't is lack
of data. Are the events you refer to a new phenomena or is the
**reporting** of them? Is frequency up, down or static as a factor of
population? We don't know and I am afraid cannot tell. Time was when
a rape victim of any age generally did not report, so given that we
now teach as a society that calling a cop is the correct response, it
is impossible to compare numbers.
For the about-to-flame types, I did not say that the change in our
view of reporting was wrong, merely different.
