Dear Dewitte and List,
I don't know for sure in this case, but here's what may be
happening: Some councils are chosen for 'field-testing'. Most program
changes are introduced in selected locales before their release to the
general public. To borrow a term, this is like 'beta'-testing. This
may be the case with the new handbooks. But, like I said, I don't
really know. (By the way, to be considered for a field-test you're
council must be a Quality Council.)
