I've often wondered - when new handbooks come out, are the boys supposed to
replace their old ones? If so, what happens to their signed-off rank pages?
That's a tricky question. On the one hand, it's usual for the SM, ASM, or
advancement chair to update the new books. Scout's will want to get the new
handbooks so they have the most up-to-date requirements. Where the new
requirements don't exactly match the old, or where older requirements have
been split into several, the Scout's leaders will have to make a judgement.
