I have to agree with Calvin Gray that the "no more,
no less" rule applies.
We should all remember that there is no provision
for the modification or waiving of any individual
requirements in a merit badge. If a scout has a
physical condition where it is not possible for him
to complete the merit badge requirements for a
required badge *AS WRITTEN*, the option is to apply
for a waiver as described in the Advancement Guide.
If approved, an alternate merit badge will be
designated: he would *NOT* get a "watered down"
set of requirements for the merit badge in question.
One thing that we should all be aware of is that
we have not yet seen the 1999 merit badge requirements.
It might be the case that the requirements for Personal
Fitness will change in January, so that those with
medical problems such as asthma will still be able
to meet the requirements. I hope that this is the
case; otherwise, I anticipate that we will be getting
a lot more requests for waivers at the council level.
