The only YP requirement I can recall is that one adult in the unit is
to be trained (from the quality unit form). This person is to ensure

Gotta have enough to have an activity. (Smartie answer!). As long as
there is never one-to-one adult to youth (excepting family members),
you have met the letter of the policy. There are some suggestions
that the best method is 2 youth to one adult, supposing that two
adults could take advantage of the one youth and back each other up.

1998 (latest edition) has all this stuff spelled out in it. I guess I
would say that if the safe guide does not specifically prohibit it,
Jim's three rules of thumb for Good Scouting:
1. If it's not illegal, it's OK.
2. If it's not immoral, it's OK.
3. If it's safe, it's OK.
98% of the time if you comply with 1-2-3 above, you are in compliance.
The 2% can't be accounted for very well -we just cannot know
everything all the time, so prudence and judgement must prevail. In
the 2% area - if you are making the best decision you can in a safe,
prudent, reasonable manner, you are doing all you can. At least in a
tort situation, you should come out ahead.
And that's just my opinion and take on the thing! Nothing official
