Sorry folks, basic facts.
Changes were made to the award booklet and it was released.
EVERY award recognized by BSA has to be seen by BSA and approved when it
changes. UUA did not do so. And when they were told it could not be worn
because it was not from an approved format rather than say "Opps, sorry, we
forgot. Here's a copy, lets fix it and try again." they responded with the
letter on their site. Over-reaction would be a simple description of events
here, perhaps on both sides, but we don't know if BSA tried to hint at the
problem to them first or jumped at the change with full force nor if it was
done intentionally or accidentally by them. Not our place to judge, in my
opinion, let the two sides come to a conclusion.
So no, for the time being, you couldn't use it for a Webelos requirement, for
example. If the two groups take a deep breath and talk to each other things
might work out for the better.
