I am a fishing instructor for Nebraska and was one in Wisconsin. Call
your Game and parks commission or your Department of Natural Resources,
or a Game Warden/Conservation Officer(as you can see they can have many
names). Go to your local sporting goods store and ask them how to
contact the above if you cannot find them in the phone book. Here in
Nebraska the state has fishing poles, booklets, bait, stringers,
bobbers, plastic worms, ... that they loan to instructors conducting a
class in order for the instructor to allow hands on experience.
Wisconsin did the same.
Use the fishing merit badge book as a teaching aid.
