YES. If you have uniforming questions, the rulebook is the BSA
"Insignea Guide" item # V33066A on page LI5 in the BSA catalog for
$3.25. As Cubmaster, I issue a copy to each one of our den leaders to
help the parents out.
The notes on Service Stars state on page 40 of the Insignea Guide,
"1. Service stars may be worn by all youth and adult members who have
at least one year of tenure with the Boy Scouts of America. The stars
are worn with the appropriate color background for the phase of Scouting
in which the service was rendered. If an individual's primary
registration is in one phase of Scouting and later in another, separate
stars with the appropriate background and numerals may be worn
simultaneously. Or, leaders may combine youth and adult tenure into one
or two stars with blue background.
2. If a medal or embroidered knot is worn, service stars are worn 3/8
inch above the medal or knot."
For myself, I wear a 3 on yellow (cub), 6 on red (Exploring), and a 10
and 7 on blue (adult). I personally prefer to show the different phases
of Scouting that I served in, rather than just combining them into 26
