I would do what I just got done doing with one of my Scouts. This boy
in my troop had been First Class for many years, showed no interest
in advancement, leadership positions, or wearing the uniform. When
he did wear a uniform shirt it was a blank one. About a year after I
brought to his attention that he had enough merit badges to make
Life he decided he wanted to advance. I told him "these are my
terms". The "term" included performing in one of the troop leadership
positions and getting all of the proper patches sewn on his uniform.
