The decision rests with the Scout (and Meema or Mom or Dad's
sewing). Most Scouts start out the merit badges one inch below the
top edge of the merit badge sash in rows of either three or two.
Some Scouts decide to "canter" the badges to the side so that the
badges can be displayed "straight".
That's up to the Scout, and the only things that both the current
Insignia Guide as well as the current Boy Scout Handbook illustrate
that the merit badges are worn on the sash.
