Having an official uniform for the course does not really preclude
inteligent changes for cold weather, health or religious requirements.
Some religions have a problem with shorts - on men at least and
others have a problem with shorts on females.
We also had a morning formation, after we cover setting the example
as I recall, when staff appear at flags in everything BUT a correct
uniform - anthing from scuba gear to snowboarding equipment.
Kinda like a regular troop of scouts :)
But, the point is made fairly clear - the complete and full uniform
is a key part to making a patroll into a TEAM! Most patrolls get
the point, and seem to stive for full am complete uniforms.
