Let me give another twist: The syllabus is way too long.
The people who participate in Cub Scout Leader Basic
Training are frequently fresh to scouting. I doubt that
they have the background to understand and absorb more
then 4 hours of scouting slang.

I think this exactly the right thing to do. Those additional
training events happen at a time when the new scouters
had some opportunity to experience what was trained first
and should be much more ready to get some benefit from
the additional training.
However, in my personal opinion the new supplemental
training syllabus CONTENTS is a total disaster. It is too
basic and too repetive. My council seems not to introduce
this supplemental training, probably using similar judgement.
Too bad: if it were up to me, I'd use the training schedule but
would change the syllabus into something more usefull.
