Yes, the staff can set the course uniform. However, at all of the Cub
Scout Wood Badge courses I've staffed, the staff has decided to give the
participants the maximum possible flexibility: any official uniform wear
is OK, with two exceptions - no Boy Scout Wood Badge regalia and no
campaign hats. On a weekend course, we might encourage the dens to
search their closets between weekends in an attempt to be more uniform,
but we wouldn't require it.
I have no idea why a Wood Badge staff would intentionally inconvenience
the participants or force them to spend money unnecessarily. This must
be an area where Boy Scout and Cub Scout Wood Badge courses differ. On
the other hand, since Boy Scout courses are given by Councils and there
seems to be plenty of them, maybe you could take your business to a
course that emphasizes what's really important.
