Well, that would NOT be consistent with the way it has been done in the
past, including with Family Life (see below).

Well, I agree with some of this paragraph. I certainly agree that on
10/15/98, when he has his Star board he MUST use the current requirements.
However, if he makes Star on 10/15 he is not eligible for Life until 4/15
when, I agree with you, he MUST use the new requirements. However, the
real question is whether, if he made Star on 8/15/98 using the current
requirements he will be allowed to use the old requirements on 2/15/99 on
his Life board. I believe that consistency with prior changes would
indicate yes, you believe it is no. We won't have to wait long for the
answers, since tomorrow all the staff returns from the "All Hands"
meetings and are supposed to have all the details.

Well, remember, F/L had been introduced a sometime earlier and there was a
ONE YEAR announcement of its becoming required. The 9/1/94 effective date
was announced in the 93/95 Requirements Book released 9/1/93. Also, since
there were no merit badges which were being REMOVED from the required
list, there was no need for a transition. All you needed was a starting
date on which F/L could be considered required. So the situations were
However, back in 1989/90, when Skill Awards were eliminated, and also back
in 1974, when they were introduced, there was a very definite transition
period during which a Scout could advance using EITHER set of
requirements, until a fixed date after which he could only use the new
ones. I believe that in 89/90 it was from 9/89 to 1/1/90 during which the
Scout could either advance using the Skill Awards or use the new (current)
Based on all that past history, along with several comments coming out of
the national meeting, I surmise that the transition period will apply to
ALL ranks. But, we will know soon.
BTW: We have been talking about the advancement changes being announced
in the SEPTEMBER Scouting Magazine. However, I spoke to a friend of mine
who got his September issue (with Superman on the cover) last week and it
has nothing in it that he could find on the changes. Is it possible that
we are really talking about the OCTOBER issue to be mailed in September?
