It is fun to speculate, and I will be willing to stand corrected as the
publication schedule comes down the pike this fall and winter. However, My
understanding is that the PROBABLY clause here noted is right, and what I
expect from the publications. The MAY clause noted in this thread below
should not be counted on. I have understood from the Philmont Advancement
Conference that the 1/1/99 implementation date will be a witching hour for
all the changes. Any Board of Review after 1/1/99 will need to conform to
the new requirements (the 1st class scout will need appropriate badges off
the new list for a star BoR, the Star scout will need the number off the new
list for the Life BoR. The Eagle BoR is the lone exception, so that LIFE
scouts as of today, effectively, are not snookered (knowing they may have
birthdays coming up if bumping up against 18 years, etc.) And the Eagle BoR
is to transition until it is completely under new requirement by 4/1/99.
If the scout has a Star BoR on 10/15/98, and uses Safety, okay, so be it. As
of 1/1/99, the list changes. He suddenly has one fewer "required" badge than
are specified for the Star rank on his chest (total number of badges
unchange). NOT to panic!!! No one is taking badges off his chest!!! When he
sits for his Life BoR on 2/15/99, he moves Safety to one of his elective
slots, and makes sure he has earned the right number of Required MBs from
the new list to proceed under the "then current" requirements. That is how
it was explained to proceed.
For precedence, look back to when the Family Life MB was implemented and
required for Eagle. The indication from John Dalrymple was that this
transition will effectively take the exact same path. (It was September 1,
1994? for Family Life, and it was "suddenly" required, as of that date. So
likewise, the new badges will be immediately in force as of 1/1/99).
