I can't say what the "official" rules are, but I can tell you that in our
Woodbadge course, the emphasis was on "uniform". Shorts were the order of the
day, but each patrol was expected to be dressed alike. If one member of the
patrol wore shorts, all members of the patrol wore shorts. It took us a couple of
days to figure out, but once we did our daily inspection scores went way up!
