Since the Guide for Safe Scouting states (in bold print), that , "The beds of trucks or trailers must never be used for carrying passengers.", one would not normally consider looking elsewhere for an exception. Never usually means never. Since there is an exception, for parades and hay rides, I think there should be a cross reference included in this section, and the section should say, "almost never".
OK, "powers that be", what about a modification?
