Another reason for filing tour permits that I've not seen discussed
here, is for the district to track activity. Maybe I've missed such a
discussion while the list was down, but when I was camping chair for
the district; one of my duties was to make copies of all of the filed
tour permits and chart them. I then took all of that information back
to the district committee and reported on it. It made it pretty
obvious what troops had programs and which troops needed help. Then
the unit commissioners took it from there. It was also pretty
interesting to note that the troops with really active programs were
the really big troops with lots of scouts!
