But you edited out the most important part of the exception to the 18 year
"When traveling to an area, regional, or national Boy Scout activity or any
Explorer event under the leadership of an adult (at least 21 years of age)"
Thus, the exception would only apply to things like traveling to the
Jamboree, a section conclave, etc. It would NOT apply to any troop meeting,
camping trip, activity, etc.
