The 1998 G2SS, page 38 states (edited for brevity)
An adult leader must be in charge and accompany the group.
Drivers must be 18, BUT the following exception.......
16 year old licensed youth (may drive) with:
6 months driving experience with a valid driver's license (not to include
learner's permit). NO record of accident of moving violation.
Parental permission granted to leader, driver, and riders.
Get a copy of the NEW G2SS. There is a lot of NEW and Revised goodies.
