How Scouts get to the meeting is beyond your control and responsibility.
Scouts with valid state drivers licenses are allowed to drive to Scout
However, once they are at the meeting place, no one under 21 should be
transporting anyone. In your scenario of meeting and then going to the
work site, having scouts drive other scouts is absolutely not allowed.
If you meet at the work site in your community, Scouts can get there any
way they can. Arranging Scout driven carpools also gets the unit in trouble.
