Well, my experience isn't that most Scouts complete all the merit badges
first, and I certainly counsel them against that policy. I believe they
should start their project planning immediately after their Life board.
That way they are guaranteed to have at least six months to work on their
project. You are correct, however, that your district advancement committee
was wrong on that point.
As to your point that as long as he has all the merit badges completed he
need not worry about the change is not correct as I understand the changes.
As long as he has his board of review before 4/1/99 he will be able to use
the old required merit badge list. However, should he not complete his
project or be able to have his board until after 4/1, I believe he will be
required to use the new list, regardless of whether he had earned all the
"old" required badges before 4/1.
I still believe that there is plenty of time, in that situation, to get the
whole thing done in the next 8+ months.
