BSA's face that it
cannot be both a private organization and receive no-cost PSAs.
The term private organization is a legal term when being used in this
manner. It means that it has no government affiliation. It is not owned,
controlled, or run by any city, state of federal government. As such it is
a private organization. The American Red Cross, United Way and your local
church are all private organizations. They are also non-profits.
