Hypothetical Recruiting Issue

Have a hypothetical recruitment situation for ya.
Pack & Troop meet at same CO, same day, same time. However, Pack's
regular weekly meetings not started yet (still summer).
Interested parent & son come to CO, where troop is meeting. They ask
about Pack, but get little information. Troop committee member and COR asks
them to wait as one of Pack's leaders sometimes drops by. For whatever
reason, parent & son do not wait and then leave. Neither Troop committee
person or COR get name or phone number.
When a Pack leader DOES happen to stop by, that leader is told "well, we
asked them to wait, but they left".
Question: From the points of view of the Pack leader, what would your
reaction be? Be livid or blow it off?
